Dispensers
Hospitals and pharmacies should have a defined Returns and Destruction Policy in place, which specifies which types of products should be returned to the distributor/manufacturer and which types should bedestroyed. The policy should explain how product and packaging awaiting return or destruction will be secured and describe how product and packaging is to be securely destroyed. It should identify reverse logistics providers and secure destruction services that are authorized to dispose of product and ensure that the disposition of controlled substances and hazardous materials is handled in compliance with applicable legal requirements.
Dispensers should utilize a reputable reverse logistics provider to manage the handling of unsaleable product intended for return to a distributor or manufacturer. The reverse logistics provider should have agreements in place with the distributors and manufacturers for securely transporting products from dispensers back to the reverse logistics provider's facility for processing.
If waste medicinal products can not be processed immediately,they should be segregated from pharmacy stock,clearly identified,and stored under the control of the pharmacist in a specially designated and secured area. The designated waste storage area(s) should not be in the dispensing/working area of the pharmacy. This minimizes the risk of waste products inadvertently reentering the supply chain.
Waste packaging materials should not be disposed of in the general waste stream but rather collected and stored in a locked and secured waste bin before being disposed of by a secure waste disposal service.Labels,cartons,bottles,and other packaging intended for destruction should be defaced or damaged prior to being placed in the secure storage bin so that they can not be reused. This may include using a marker to deface a label tearing or cutting a tamper-evident seal,or ripping the flaps of a folding cartons. An efficient way to achieve this is to is to use a trash compactor or paper shredder to damage and destroy intact waste packaging prior to disposal.
